Yes, you can add a separate switch to cut power to a touch-switch reading light. Wire the new switch in-line on the 12V feed. After turning it off with the wall switch, you'll need to touch the light's base to bring it back on. If you want full on/off at arm's reach, choose a reading light with a mechanical switch instead of touch.
LED reading light bulbs are not replaceable. If a lens is lost or damaged, the lens typically is not sold separately, so replacing the whole reading light may be needed. When swapping fixtures, check your existing cutout; you may need a plate to cover a larger hole from the old light.
A reading light's USB port can remain active even when the light is off. The port being active does not draw any amperage when idle. If your RV battery switch is on, you can charge without turning on the light. Verify your specific light includes a USB port, as not all reading lights have one.
