The MB Sturgis regulator is a great option for a new 2 stage regulator, the right one just depends on how yours is mounted. • Do Propane Regulators Stop Working Well In Cold Weather
  Hey Steve, I would suspect the issue is the temperature of the propane tanks. When the temperature drops so does the tank pressure which might be why it's hard to start. If the tank is really full that will help offset that a bit but if you can make sure the tank is moderately warm I would be willing to bet that will make a big difference.

  For a 100 lbs propane tank you'll want to use the Camco Horizontal 2-Stage Propane Regulator item # CAM59333. It has the P.O.L. fitting which is used on 100 lbs propane tanks like yours. At the end of it is a 3/8" NPT connector which you'll want to match up with whatever fitting is inside your food truck. I have no way of knowing what size fitting you're connecting to or how far away it is so I can not recommend a hose.
