  A quandary indeed, but yes you can use the Roadmaster High Low Adapter for Tow Bars # RM-058-4 with a bike rack. The main reason that we don't suggest using an adapter is because it will cut your hitch's capacity in half, and typically there are heavier bikes involved which would affectively give you no capacity, but since your combined bikes and rack weigh less than 100 lbs I'd say you'll be fine.

  Hi Keith, A hitch extender could be used to gain extra clearance, but this places more leverage on the trailer hitch receiver, thus reducing its capacity. The general rule of thumb of that any hitch adapter/extender will reduce the capacity of the hitch by 50%.
