A high-low adapter like the Roadmaster High Low Adapter for Tow Bars - 2-1/2" Hitches - 4" Rise/Drop - 10K GTW # RM-058-4 is designed for use when flat towing which is pulling a vehicle behind a motorhome. The reason an adapter is needed is because tow bars that connect the vehicles need to be within 3 inches of level for safety. I've attached an article to assist.
It sounds like you are looking for something for the back of your truck that allows for a drop for towing or accessories. If this is the case you may want to consider the Gen-Y Adjustable 2-Ball Mount w/ Stacked Receivers - 2-1/2" Hitch - 6" Drop/Rise - 21K # 325-GH-623 or # 325-GH-924. This will allow you to use a ball mount, weight distribution system, or accessory in any of the receiver tubes. You can tow with one and use an accessory in another at the same time if desired as long as the tongue weight of your vehicle or trailer hitch is not exceeded. You will need reducer sleeve # BWRHXA2182 for most accessories. Your other option is to use the reducer first and then use # 325-GH-503 or # 325-GH-404.
If you just want a ball mount compatible with your truck trailer hitch, I've linked the page to all your options to assist.
With these options I recommend the locking hitch pin # e98881 or # e98882 to secure your investment. These can be keyed alike to assist.
