  The only way I can see fit to secure the Curt A25 5th Wheel Trailer Hitch part # C16066 to your 2019 GMC Sierra 3500 would be by replacing the security pins with padlocks as you mentioned. The correct size padlock for you is the Master Lock Padlock part # 131D. The nuts that hold the legs to the feet could be removed with an open ended wrench (crescent is likely too bulky) but they would also need a pair of pliers to remove the cotter pin and they would have to do this for all four sides....
