Have a 2008 Chevy impala. Need hitch for hauling handicap scooter on small trailer. How many pounds can we expect to be safe without scraping ground?

From my research the 2008 Chevy Impala can tow up to a 1,000 pound trailer. You want the loaded trailer to stay under 1,000 pounds. As far as not scraping the ground I'm not sure what you're referring to but if the trailer is not overloaded and is loaded with the tongue weight between 10 and 15 percent of the trailer's weight then you shouldn't have any issues. You also want to make sure the trailer is level when towing.
As for the hitch receiver I recommend the Draw-Tite # 36407. It's custom to fit to the Impala and is needed to tow a trailer. You also need a ball mount, part # 36061, with either hitch ball # 19257 if your trailer needs a 1-7/8 inch ball or part # 19258 for a 2 inch ball.
You also need a wiring harness to operate the trailer's lights. Use part # 118417 which plugs in behind the passenger's side tail light.
