    When we installed the Draw Tite hitch part # 76020 on a 2016 Mazda CX-9 we found that there was a distance of 6 inches from the center of the hitch pin hole out to the furthest point out on the rear bumper. We used to carry the Yakima SwingDaddy that you mentioned and it had a distance of 6 inches from it's pin hole to the back of the knob for the swing mechanism.     It is possible to use an extender like the 7" Brophy # HE06 so that the Kuat NV 2.0 Base # BA22B clears the tire on your 2017 Jeep Wrangler but even with it clearing the spare tire you wouldn't have complete access to your rear hatch area.
