Good thoughts. Thanks! After further review I think that if the 2-1/2" Ball Mount Adapter Clamp for Rockstar Mud Flaps, Item # A81008, were used it would permit the flaps to be mounted on an adapter such as the Hitch Extender for a 2" Trailer Hitch Receiver 7", Item # HE06. It appears that the receiver OD is 2 1/2” and has about 4 3/8” shank clearance for the attaching the Rockstar adaptor clamp. Wouldn't this work?

The Rockstar 3XL Mud Flaps # A10100713 that you referenced won't easily mount to a hitch extender as they are designed to attach to a ball mount. Hitch extenders don't typically have enough shank that is 2 inch by 2 inch for the mud flap kit to attach to. A longer ball mount like the Curt # D-26 would be your better option as it has the clearance needed.
