I have a class C RV. I am looking for a spare tire rack and a 2 E Bike rack combo. I think it is called a pass thru hitch. Can you help me find one.

Hey Tim! It sounds like you need the Roadmaster Hitch Spare Tire Mount with 2" Receiver Opening # RM-195225. This fits 16" - 24-1/2" wheels and accepts all bolt patterns. Since it has its own 2" receiver, you can still mount a bike rack on the back of your RV.
For a bike rack, I recommend the Hollywood Racks RV Rider # HLY64FR. This is rated for motorhome use and has a capacity of 80 lbs per bike. It uses padded clamps so it works with any frame style like a step through which is pretty common on e-bikes. The RV Rider also comes with locks to keep everything secure.
If you want to secure the spare tire mount as well, you can add # e98882 so everything has locks and nobody can walk off with it. You're going to have a few moving parts here, so I also recommend adding an anti-rattle like # e38FV on your Class C receiver for stability.

My wife and I are on a 10,000 mile Alaska road trip and we wanted to bring both a spare tire and our e-bikes. We bought the Roadmaster spare tire mount and Hollywood Bike Rack and both have held up to all the Alaska Highways have thrown at them.

I have had mine for about 3 years now. Excellent quality, very heavy and well built. Would not hesitate to buy another one if I ever needed it.

I have the spare tire mount but not the E-bike rack. The spare tire mount is rock solid and steady when mounted on the 2025 Honda Cr-V. One thing to note, is to disengage the Honda sensing safety feature when reversing, otherwise your car will sense the tire mount as an external obstacle and will engage the brake to an immediate emergency stop which can be frightening and jarry. I know because I have experienced it twice.
