We have one spare tire mounted bike rack that fits offset spares at the back of a vehicle like your 2002 Honda CR-V. For that we have the Thule Spare Me part # TH963PRO which would work well.

The Yakima SpareRide part # Y02599 actually depends on the spare tire being in place to provide some support. If the spare tire was not in place, the downward force that the bikes exert could cause the mounting stem to bend.

The phrase "without spare tire mounted backup camera" means that if the 2011 Toyota FJ Cruiser has a spare tire backup camera the rack will not fit. Models that do not have a camera mounted at the spare will not have a problem.
Since your FJ does have the spare tire mounted backup camera none of the spare tire bike racks will fit but there is another way to carry bikes at the back of the vehicle. You can install a trailer hitch such as # 75461 and use a hitch mounted bike rack.

The Fulton Hi-Mount Spare Tire Carrier # FSTC1000301 is a great choice for a spare tire carrier. The bolt that holds the wheel onto the spare tire carrier is a 1/2 inch - 13 bolt that is 1-1/2 inches long. Since the bolt is smaller than 9/16 inches, the Tow Ready Spare Tire Lock # FSTL0603 will work well with the spare tire carrier. What you can do is use a swing away extender and then add a hitch-mounted spare tire carrier. For that I recommend going with the Saris Swing Away Hitch Extender # SAR36VR with the etrailer Spare Tire Mount for Hitch # e98ZR.

While there are spare tire mount bike racks that will fit your 2007 Toyota RAV4 the Malone RunWay # MPG2148 will not due to the spare tire cover. You would have to take off the whole spare tire cover so all that is left is the spare tire and then you could mount this rack.
What I recommend is a rack that mounts using the same location as the spare tire such as the SpareRide # Y02599. However, the available racks that do fit, like the SpareRide, hold 2 bikes maximum.

To answer your first question, spare-tire bike racks, including the Thule Spare Me 2 Bike Rack # TH963PRO, is designed specifically for use on vehicles with a spare tire mounting plate that attaches to a vehicle door, and as such they are likely not going to be compatible with the Front Mounted Trailer Hitch Universal Spare Tire Carrier # 6715 and I do not recommend using them on a hitch-mounted carrier.

Hey Alex! The main difference is that the Bumper Spare Tire Mount item # TR-1 doesn't fold and item # TR-2 does. The item # TR-2 also fits 4" and 4-1/2" square bumpers. The item # TR-1 only fits 4" square bumpers.

I do have a solution for you, but the Roadmaster Hitch Mounted Spare Tire Carrier # RM-195225 that you referenced actually does not adjust down at all. It can "fall" from one side to the other to make mounting and dismounting your spare tire easier, but it will need to be returned to the upright position for travel.
It can accommodate different wheel size due to the different mounting holes on the mounting plate as you can see at about the 5:20 mark in the attached video.

The Thor Motorhomes have a big tire and the only hitch mounted spare tire carrier we have for it is the Roadmaster Hitch Mounted Spare Tire Carrier w/ 2" Receiver Opening item # RM-195225. This carrier holds 16" to 24-1/2" spares with any bolt hole pattern and fits a 2" hitch.

The distance from where the Bumper Mounted Spare Tire Carrier - U-Bolt Mount, item # TR-1, will mount to the top of the bumper to the top of the spare tire carrier is 13-1/8 inches. There is a metal tab on the back of the spare carrier that rests on the top of the bumper when mounted.
You will need to keep in mind that the spare tire will mount to the carrier and will stick up 1/2 of the overall diameter of the tire from the center of the tire mounting location.
