Can the spare tire under the car Santa Fe 2022 PHEV be re-installed with the hitch in place or is there not enough room for both?

It sure can Charles. Your spare tire only has to be removed for the installation of the TowSmart Hitch item # TS44ZR. Once you get the hitch all bolted up you'll be able to rehang your spare.
The TowSmart Hitch item # TS44ZR is custom fit for all models of the 2022 Hyundai Santa Fe and is compatible with the PHEV trim. This is a class III hitch with a 2" receiver that has a 4,500 lbs towing capacity and a maximum tongue weight of 675 lbs. It'll work great for towing a trailer or hauling an accessory like a bike rack or cargo carrier.
We've actually installed the TowSmart item # TS44ZR on a 2022 Santa Fe and made an installation video. I have linked it below and attached a couple of pictures so you can see what it looks like installed.
