Does Bumper Cover Install on 2022 Tesla Model S After Oris Hitch Install

Question:
I was wondering if you can reinstall the little dust cover on the bumper where the hitch comes out when the hitch is swung up into the storage position and not being used? Or does the cover always have to be off once the hitch is installed. Thank you
