Does rhe hitch lock while in its lowered position? One review says it doesnt, so does that mean it can bounce up and down? He mentioned its hard to put a bike hitch in since it doesnt lock?

Hey James! The receiver on the Oris Trailer Hitch # TS69VR does not lock when it is in the down position. However, with the shank of your bike rack in place it will be held securely so it won't bounce up and down. The top of the shank lines up with the flat surface at the top of the receiver which prevents it from going anywhere with an accessory or ball mount installed.
The main issue in that review comes from inserting the bike rack shank into the receiver. If you bump the receiver you will push it back causing to rotate up and away. More than anything I'm sure it just takes getting used to, but I could definitely see that being frustrating when you're trying to get on the road.
If that sounds like too much of a hassle I recommend the EcoHitch Stealth Trailer Hitch Receiver # EH36SR. The receiver detaches instead of rotating for the hidden design. It also has a 2" receiver and a slightly lower capacity at 2,000 lbs for towing and 300 lbs of tongue weight.
