I have a 2023 Kia soul s, looking for a single bike rack for an e-bike 52 lbs, doesn’t block the camera in stored position and clears the bumper.

All of the hitches for the 2023 Kia Soul like item # C67FR are Class I 1-1/4" hitches so your options are pretty limited. The best e-bike rated bike rack is going to be the Kuat Transfer V2 Bike Rack for 1 Bike item # KU64FR. This bike rack has a 60 lbs capacity and fits tires up to 3" wide. You can install the item # APBK if your tires are larger.
The Kuat Transfer V2 item # KU64FR is a wheel mounted style rack so it's going to secure your bike by gripping the front tire. The included cable lock will secure your bike to the rack and you can purchase the Hitch Lock for Kuat Bike Racks item # HL1 to secure the bike rack to your Kia's hitch.
As far as your backup camera goes, I can give you a measurement to see if the Kuat item # KU64FR is going to block it. From your Kia's hitch pin hole to the top of the rack is going to be 8-5/16".
