Hey Nj. To keep the rear end from sagging when you tow your pop-up camper, I recommend the Equal-i-zer Weight Distribution System item # EQ37040ET. This system works with tongue weights below 400 lbs. It works by transferring weight from the rear axle of your Highlander to the front axle. This will take out that sagging and level out your rear end.

The Equal-i-zer item # EQ37040ET has built in sway control that will keep your trailer in line with your Highlander when you're going down the highway and make a sudden lane change or get passed by a semi. It's really helpful when you get sideswiped by a gust of wind too. This system includes a 2" shank and a 2" hitch ball.

Please note you will need room on your trailer's coupler between 27" - 32" back from where the hitch ball mounts. This is for the sway control brackets.

What model popup camper do you have?

Hey Nj, how did things go with the Equal-i-zer weight distribution system on your Highlander? Did it help level out the rear and smooth out your towing with the pop-up camper? Your update could make it easier for others dealing with the same sagging issue.
