Hey Shaun, thanks for reaching out!
The Dexter Premier Disc Brake Kit # T2HRCM10DAC will work with your setup, provided the torsion axle is already setup to accept brakes and you have a surge brake actuator or electric-over-hydraulic actuator.
I'm not seeing that there are replacement brake pads for this kit, so I recommend going with the DeeMaxx Disc Brake Kit # DE66YR instead for a few reasons; the brake pads are readily available as part # DE38VR, and this kit has over 1,000 hours of a salt spray rating which is double what Dexter has their kit rated for.
Having 18" wheels with 10" brakes is a little unusual though. Are your current brakes 10"?

Hey Shaun, did you decide to go with the DeeMaxx Disc Brake Kit for your trailer? I'm curious if it ended up being a good fit for your setup, especially with those 18-inch wheels. Your experience could really help others with similar trailers!
