Hello Jeffrey. No, it would not. Weight distribution hitches will all have a specific range of tongue weights they will work with.

For example, the Blue Ox TrackPro Weight Distribution w/ Sway Control # BLU35FR will work on trailers with a tongue weight between 1,000 and 1,300 lbs. If you were to put this on a 4,000 lb trailer, there would not be enough tongue weight to put adequate tension on the spring bars. So, technically you could install it, but it wouldn't do anything.

While it would help to know the exact loaded tongue weight of your trailer, generally speaking a 4,00 lb trailer would have a tongue weight of like 400-600 lbs depending how it is loaded. So for that a better option will be the Blue Ox TrackPro # BLU36FR. This is for trailers with a tongue weight between 200 and 600 lbs and your 4,000 lb trailer should be right within that range. This means there will be enough tension on the spring bars to get you good effective ride leveling and sway control.
