Hi Aj; I can't say for sure if anyone has ever used the # 24870 to tow a jet ski with a Toyota Avalon but it may be possible depending on how much it weighs and the towing capacity of your vehicle. The hitch has a capacity of 2,000 lbs. It looks like that jet ski weighs 800-1,000 lbs. Your typical jet ski trailer probably won't weight more than 300 lbs so that keeps you well under the capacity of the hitch.
The only thing left to do is to find your vehicle towing capacity and make sure the total weight of the setup does not exceed the towing capacity of the vehicle. Assuming it doesn't, you will also need wiring # C56079 and a ball mount like # e47DR to complete your towing setup.
