I am looking for a cargo carrier 16 to 20 x 36 that will handle a max of 200 lbs.

The closest hitch mounted cargo carrier that we offer to the dimensions you give is the Pro Series 20x47 Cargo Carrier, # 63155. This carrier fits 1-1/4 inch trailer hitch receivers and has a weight capacity of 300 lbs.
If you have a 2 inch trailer hitch receiver, then you could use the Curt 22-1/2x49 Cargo Carrier, # C18113. This carrier has a maximum weight capacity of 500 lbs and it is made of aluminum.
