I have a 2021 Jeep Grand Cherokee that has the towing package. I tow a 4000 lb trailer and I want to my wmd hitch height by 2. Would this safely work?

We should have a potential solution for you, but to answer your question, no, you cannot safely use the Curt High-Low Adapter # C27KR for this purpose. The Curt adapter is to be used for flat towing only and cannot be used for towing a trailer, regardless of weight.
Are you trying to raise/lower the height of a weight distribution hitch? Generally this is done by using a shank with the appropriate amount of rise or drop such as the Curt Welded Weight Distribution Shank # C17123.
I am not sure what brand of weight distribution hitch or what size shank you are using now so that makes it hard to make a recommendation.
