Does Front Hitch of 2019 Toyota Tundra Have to Remove to Change the Oil

Question:
Must the hitch be removed to change the oil? Does the hitch come with all the mounting hardware?

If you cut a hole in the skid plate of your 2019 Toyota Tundra when installing the Curt front hitch # 31198 you would not be required to remove the hitch to change the oil. I attached a diagram that shows where to cut the hole for access.
