Does the weight rating apply to every position available in hitch or does capacity diminish as you go up or down from straight out position

The weight capacities of the Reese weight distribution shank part # RP69FR is the same regardless of what adjustment holes you use on it. This has a 1,200 lb tongue weight capacity.
