Yes, the EcoHitch Hidden Trailer Hitch Receiver # 306-X7387 will fit your 2019 Mini Cooper Countryman All4 PHEV. This fits all models with the exclusion of the John Cooper Works edition as it has a different style rear fascia the receiver is not compatible with.
I do recommend installing the Curt Powered Tail Light Converter # C59236 with the receiver. This will give you a 4-way flat connector which is the most common connector found on small trailers you might tow. It will also allow for Auxiliary Lights # C53201 should your hitch mounted accessory impair the view of your tail lights.
