Question:
What are these rated at for pulling before bending. Looking to mount them on my trailer floor and want to use 4 to tie down full size ATV.

I spoke with my contact at CE Smith and unfortunately they do not have a pull rating for the tie-down bracket # CE26214G. However, he did say that because the brackets are 7 gauge steel, 2 inches wide you should have no problems securely tying down a full-sized ATV to your trailer.
I have included a link to a video showing the dimensions of the brackets.
A second option would be the Brophy Utility Trailer D-Ring Tie Down # LRB1 which has a 1/2" ring diameter and measures 2-1/2" x 2-3/8" with a 2" hole. The # LRB1 has a 2,750 working load limit and 11,000 minimum breaking strength.
If you would prefer a recessed option we have the Brophy Utility Trailer D-Ring Tie Down # RR05. This tie-down has maximum load (break strength) of 16,000 pounds and a safe working load limit of 5,000 pounds.
In order to mount # RR05, you will need a hole that is 3-3/8 inches in diameter. We recommend you use the backing plate system if you are not attaching this to either a trailer frame or trailer with a steel bed. The Brophy # RR5K includes the backing plate and all necessary hardware
I have attached a short video showing an installation of the Brophy tie-down kit.
