Since the trailer wheel and tire # AM31990 is a 13 inch diameter wheel that is steel and designed for 1/2 inch diameter wheel studs the correct lug nut torque is 90-100 ft lbs.

Trailer tires need to be inflated to their max psi rating when cold to ensure you get the full weight capacity and prevent heat build up. For the part #AM31990 that you referenced that pressure rating would be 70 psi.
