Hello i need to know what the psi for this tire is, not the cold max but what it should be when cold.

Trailer tires need to be inflated to their max psi rating when cold to ensure you get the full weight capacity and prevent heat build up. For the part # AM31990 that you referenced that pressure rating would be 70 psi.
