I have a 2020 Honda HRV with flush rails and installed Thule WIngbars that are around 30 inches apart. Is the mounting hardware on Item # INXA569 adjustable to fit my crossbars?

Yes, the Inno shaper 100 # INXA569 will indeed fit the Thule Wingbars on your 2020 Honda HRV. The platform will work with a crossbar spread of 20" to about 40". I can also confirm that the mounting hardware will be compatible with the channels on the Thule Wingbar.
