I need a new hub for my small boat trailer. I think its likely a 2000 lb or possibly 3500 lbs axle. The spindle is 1.06 in. In diameter both inner and outer. How do I determine axle wt?

The bearings that go on a 1.06" spindle are item # L44649. These are found in this configuration on 2,000 lbs - 2,700 lbs axles. If you can find it there is typically an axle tag or engraving somewhere on the axle that'll have a serial number or even the capacity on it.
To replace the hub you will need one of the following depending on your bolt pattern:
4 on 4 - Galvanized - item # AKIHUB-440-2-G-2K
5 on 4-1/2 - Galvanized - Item # CE13315
