Is the axle available with the spring seats on top of the axle? My axle is mounted under the leaf springs for more ground clearance.. Thank you

The Trailer Axle with Electric Brakes part # e75SR doesn't come setup for overslung applications. That said, all you would need for this is the Dexter Trailer Springs Over-Under Conversion Kit part # K71-385-00. The axle has a slight bow to it which is by design so you wouldn't want to rotate it either.

In order to determine the torque rating for the lug nuts on your trailer you will need to know check out the chart I attached that shows all of the torque specs for all the trailer lugs available based on stud size, wheel material and wheel size.
