I own since new a 99 Jeep Cherokee XJ w/ factory tow package 7 wire round. I think this vehicle does not have an existing electrical socket for an electric trailer brake controller. Is this correct?

That is correct, the 1999 Jeep Cherokee does not have a factory port for a plug and play brake controller installation. It will be a hardwire installation. For example, if you installed the Redarc Tow-Pro Liberty Brake Controller # RED24FR you would use the universal wiring harness # RED69FR to install the brake controller.
