Why is there aspare tire bracket for the 64 in rack but not the 60 in?

Neither the 24x64 etrailer Cargo Carrier for RV Bumper # e83YR nor the 24x60 etrailer Cargo Carrier for RV Bumper # e99049 come with a spare tire bracket. If you were trying have both the carrier and a bumper mounted spare tire carrier, like # TR-2, then you'd want to go with the smaller 24x60 # e99049 carrier to have enough room on the bumper for the spare tire carrier.
