What is recommended torque spec for the bolt tightened down to the hitch? What size socket is needed for the hex head?

I checked with Yakima and there is not a specific torque spec for the Replacement 2" Anti-Rattle Hitch Bolt Assembly for Yakima Bike Racks and DryDock Load Assist # Y8780022.

So you'll just want to torque it until it is tight, and you can use either a wrench or a 3/4" socket.
