Can the valve be laid on its side so it may be opened or close manually and do the hubs come with it thank you I I have a 2014/5 wheeler 31 foot long with 24 bolt hubs sticking out to the shore hose connection made by Flagstaff

Yes, the Valterra EZ Valve Electric Waste Valve for RV Black Water Tank # E40B-8 can be oriented sideways so it's able to open up under your trailer.
The 3" to 3" hubs mentioned in the description are included with the valve. These are the pipe ends on either side and the hub terminology means that they are the "outer" connection - so your existing pipe will need to fit inside of this at both ends.
Since it looks like you have one hub and one spigot (the inner connection) on your setup you likely need the part # E40-8 instead. This is exactly the same aside from having a 3" Hub connection on one end and a 3" Spigot connection on the other end.
