Is the brake actuator sixed to meet or exceed the gross trailer weight. ie, if my trailer is rated for GTW of 7000 pounds i would need an actuator with a rating of at least 7000# gross trailer weight?

The surge brake actuator will need to at the very minimum meet the gross vehicle weight rating (GVWR) of the trailer but ideally it should exceed this. The Dexter DX7.5 Drop-N-Go Brake Actuator part # 099-175-20 has a 7,500 lb weight capacity so anything rated under this will work great.
