I have heard some WD hitches do not allow for backing up unless the spring bars or sway control parts are removed. Can this WD hitch be used while backing up and is any removal of the spring bars or other parts necessary to do so?

The only weight distribution systems that do not allow backing up are those that use friction sway control (which is an added piece), so yes, you can absolutely back up with the Reese Pro system you asked about, which is the following part number:
- Reese Pro Round Bar Weight Distribution w/ Sway Control - Round Bar - 6,000 lbs GTW, 600 lbs TW # RE34FR
You do not have to remove the spring bars of the # RE34FR or disconnect other parts, you can back up your tow vehicle with the system on.
