Might I ask what the difference in dimensions are, both years share the same chassis

The difference between the Curt # 13390 and # C13206 hitches is that the 13206 sits up closer to the bumper by about 1/4" and the receiver sits out further to the back of the vehicle by about 1/8" - aside from that the dimensions are the same.
Curt made this redesign and just started listing the 13206 for the Subaru Outback Wagons starting with the 2014-2015 model year. Since Curt recommends the 13206 for your 2017 Subaru Outback Wagon that's what I recommend going with as well.
