What is the Small squashed rectangular tube that comes twist tied to the manual crank? I Can’t find it in the manual.

That small metal tube you mentioned is the clutch release for the motor of the Stromberg Carlson Electric Trailer Jack # SC63VR. If you were to need to manually raise or lower the jack you'd insert that metal piece into the side of the motor to release the jack clutch so that it can actually be manually raised or lowered.
