Yes, the Loadstar ST175/80D13 Bias Trailer Tire with 13" Galvanized Wheel - 5 on 4-1/2 - Load Range B
Item # AM3S060 is the same size as your B78-13 tire you currently have on your 1999 Trailstar trailer. Manufacturers have gone away from the "letter" size that you have to the more common "metric" sizing. Do note that this tire only has a 1,100lb weight capacity as it is a load range B.

The wheel has the same 5 on 4-1/2" lug pattern that you have.
