I have 2 Honda ruckus scooters, spec weight 194# each with all fluids full. Think I could securely transport with a 2 inch hitch cargo carrier? 24x60 etrailer Cargo Carrier for 2inch Hitches - Steel - Tilting - Folding - 500 lbs Item # e98874

While you technically can transport 2 194-pound Honda Ruckus Scooters on the 24x60 etrailer Cargo Carrier for 2inch Hitches - Steel - Tilting - Folding - 500 lbs # e98874, I do not recommend it. This is because the 45" of total extension from your vehicle will cause a lot of instability on the carrier/hitch. With this factor, it is extremely unsafe. Also, depending on what vehicle you have, you may potentially go over the maximum weight capacity rating of your vehicle.
The best and safest route to install a front and rear hitch on your vehicle. After those are installed, I recommend using 2 of the Ultra-Fab Dirt Bike Carrier for 2" Hitches - With Ramp - 77" Long - 500 lbs # UF48-979033. With the carrier, you only add 31-1/2" of length to your vehicle without the additional weight of a second scooter. This carrier comes with inner track width of 5". For a locking hitch pin for the carrier, the part you need is the # e98882. If you need straps for your scooters, I recommend 2 sets of the ShockStrap Cam Buckle Tie-Downs # 297-10DR.
