I have dexter drums 8-219. Just confirming that purchasing replacement lug nuts should be 60 degree conical 9/16” I am purchasing new wheels and would like to find some security nuts to prevent theft.

The hub, such as the Dexter # 8-219-13UC3 doesn't care which lug nut you use, as long as it's compatible with the 9/16 inch wheel stud diameter.
The wheel itself is what dictates whether a coned lug nut is needed and what angle the cone needs to be. Most stud piloted wheels (most trailer wheels) would use a 60º coned lug nut like # 6-53 for a steel wheel or # LHLR110 for an aluminum wheel.
