Im looking to upgrade my 2021 Jeep Grand Cherokee L to have towing capability. It did not come factory equipped with any of the items to do so. Theres conflicting information on this listing. Does this wiring harness require some kind of factory ECU/module or other connection thats part of the factory tow package? If not, are there special instructions for those who do not have these factory tow package parts pre-installed?

To tow with your 2021 Jeep Grand Cherokee L you'll first need a trailer hitch. If you don't already have one then you can install the Curt Trailer Hitch Receiver # C97JR. This fully welded trailer hitch receiver bolts onto your Jeep Grand Cherokee L's frame with no welding required.

From there you can then install a trailer wiring harness, the Tekonsha T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # TK39VR you referenced is perfect for your Cherokee without factory tow package. This custom-fit T-One connector plugs into your vehicle's wiring harness, which is located behind the driver's-side and passenger's-side tail lights. You will have to remove the tail light assemblies and some interior paneling to access this harness. Once you've plugged in the T-connector, run the body harness up to your car battery and connect the wires per the included instructions.

From there you can install the # ETBC7 to get a 7-way on your Jeep. This kit will come with a mounting bracket as well so you can properly secure the 7-way to your hitch or bumper.

For a great starter ball mount kit I recommend the etrailer Ball Mount Kit for 2" Hitches - 7,500lbs # 989900. It has a 1-7/8" hitch and 2" hitch ball to allow you to tow multiple trailers. It has a 1" or 3" rise and a 2" or 4" drop to keep your trailer level while towing.

Depending on the trailer you're towing you may also require an electronic brake controller. For this I recommend the Tekonsha Prodigy P3 Trailer Brake Controller - 1 to 4 Axles - Proportional # 90195. It's the industry favorite and includes a customizable LCD display, storable settings, 3 boost levels, battery protection and continuous diagnostics while also being transferable between automobiles.
