I have a Electra Townie ebike and a Travato class B camper 21’. The camper has a bumper mounted hitch, thus the concerns. It is a 2019 Ram Promaster

I am not sure what bumper mounted hitch you have mounted on your 2019 Ram ProMaster 3500. We offer a Draw-Tite and Curt models. Each has a maximum tongue weight of 500 lbs and a maximum gross trailer weight of 5,000 lbs. You should not have any issues carrying your Electra Townie ebike on a hitch bike rack with this setup. If you do not have either of these bumpers, please check your owner's manual about the tongue weight of your vehicle and the hitch receiver. You will be limited by the lower of these two values.

Your Electra townie ebike is just under 50 lbs. The RockyMounts MonoRail Solo Bike Rack for 1 Bike - 1-1/4" and 2" Hitches - Wheel Mount, part # RKY10007, that you attached to your question will definitely work. It has a weight limit of 60 lbs per bike. It comes with an anti-rattle hitch mechanism that eliminates movement between the hitch receiver and the hitch bike rack.
