Since the clamps for the Thule TracRac TracONE Ladder Rack # TH27000XTB-XK4B go over the bed rails of your 2021 Toyota Tacoma this means you'll need to go with a different ladder rack if you're also wanting to install a tonneau cover.
For your application I recommend checking out the RetraxONE XR Hard Tonneau Cover # RTT-60852 (you'll need to remove your Deck Rail System). This cover comes with rails that have T-Slots so that you install the Yakima OverHaul HD # Y01151-5855 which has a 300 lb weight rating. This is the best setup for your pickup as the ladder rack can be adjusted back and forth along the rail and it can be adjusted up and down as well.
