According to the info on the site, this fits my vehicle, but does not say if drilling holes is required in order for it to fit. 1998 Dodge 2500 2wd 8foot bed, 2 door xtra/xtended cab

Drilling is not required on all vehicles to install Curt trailer hitch # C15319. However, due to manufacturing variances, some vehicles may require drilling. I have included a link to the installation instructions for you. You should be able to see where this hitch installs and compare it to your vehicle to determine if you will have to drill.
With this hitch I also recommend etrailer ball mount kit # EBMK2416. It comes with a ball mount, 2 hitch balls, a hitch pin with clip, and a storage bag. If you also need to add trailer wiring use # 18252
