Why are there two different Stealth Hitches for my 2021 Hyundai Palisade?

There is a simple explanation, these items are not different. The hitch receivers are exactly the same.
They are each the Stealth Hitches Hidden Rack Receiver - Custom Fit - 2", part # 391HYUNPALIS19. This hitch receiver has a maximum tongue weight of 600 lbs, but it is not rated to tow until outfitted with the tow package. What you saw online is one hitch receiver with the tow package and one without the tow package. Both of these hitch receivers come with the rack receiver, but you cannot tow with this item.
If you want to two you will want the Stealth Hitches Hidden Trailer Hitch Receiver w/ Towing Kit - Custom Fit - 2", part # 391HYUNPALIS19T, you will get the rack receiver AND the ball mount insert. The ball mount insert is what you will use to tow a trailer. If you use the ball mount insert the gross maximum trailer weight will be 6,000 lbs.
