can you still remove the fuel tank to with this hitch installed or does it have to be removed from.

From what I have found, there are four bolts holding the fuel tank in place at the back of your 2001 Jeep TJ. The Curt Trailer Hitch Receiver # 13408 covers these bolts once it is installed, so it would have to be uninstalled in order to access them and remove your fuel tank.
I recommend the Curt Trailer Hitch Receiver # 13430 instead. This hitch sits slightly further back, leaving those bolts accessible. There should be plenty of clearance to remove the fuel tank, although it may make removing the fuel tank more difficult in general since you would have to work around it.
If you plan on doing some towing, I recommend the Tekonsha T-One Vehicle Wiring Harness # 118409. This will provide you with a 4-way connection at the back of your Jeep to power your trailer's signal lights. If you need a ball mount, the etrailer Ball Mount Kit # 989899 is a good choice and comes with a 1-7/8" and 2" ball.
I have attached a picture of the # 13430 installed from underneath where you can still see the bolts for the fuel tank. I have also attached an installation video for your reference.
