Will 3in camco replacement valve bolt to a valterra back plate... will the holes line up...

Yes, the Camco RV Wastewater Tank Replacement Valve # CAM39513 will have the same bolt pattern as the Valterra RV Sewer Slip Hub # T1005 that you are connecting to.
I would still recommend using a Valterra Bladex Waste Valve # T1003VP as it does not have the channels on the side and will sit flush with the mounting hubs. I don't like the grooves as they are a place that can hold water and dirt. This could lead to unwanted damage from freezing or corrosion.
