Hey Diane. The 24x60 Curt Cargo Carrier with etrailer Enclosure Cage for 2" Hitches item # C63ZJ comes with everything included in the picture below. This includes the cargo carrier, enclosure cage, and a lock for the cage.
The highest capacity swing away extender we have for the 24x60 Curt Cargo Carrier with Enclosed Cargo Carrier item # C63ZJ is the Swagman Swivel Hitch Extender item # S86SR. It's going to be limited to a 300 lbs capacity, which will include the 135 lbs weight of the cargo carrier.
Please note that any swing away extender, like item # S86SR, is going to reduce your vehicle's tongue weight capacity by 50%.
