Where do Brackets of 24x64 etrailer Cargo Carrier for RV Bumper # e83YR Install on Bumper

Question:

Looking to purchase the e83YR cargo carrier. The link shows that it comes with additional support brackets. I own 2021 Flagstaff FBRS. Bumper is welded to the ends of the frame rails. Frame rails are 8inch deep and top of bumper is welded flush to the top of frame rails. Are the support brackets to be bolted to the frame rails under the bumper so that it takes pressure off of the bumper welds?
