The Tekonsha T-One Vehicle Wiring Harness # 118599 is the only one confirmed to fit your 2021 Ford Explorer that did not include factory trailer wiring. This will give you a 4-way flat trailer connector and uses OEM style taillight connectors to reduce wiring. This kit will not work with Police Interceptor models.
If you need a 7-way the Universal Installation Kit for Trailer Brake Controller # ETBC7 will adapt the 4-way and give you the additional wiring required to install the remaining circuits as well as a Tekonsha Prodigy P3 Trailer Brake Controller # 90195.
The T-One Vehicle Wiring Harness # 118272 that you found is only confirmed to fit the 5th generation Explorer, model years 2011-2019.
